Nicole Gleason to serve as acting City Administrator for City of Davenport

DAVENPORT, Iowa — The City of Davenport plans to appoint its assistant city administrator as the acting city administrator as the hiring process continues for a permanent replacement.

Nicole Gleason is the city's assistant city administrator and public works director. Gleason will step in for the interim administrator, Mallory Merritt, who will leave on Friday, Aug. 16.

The position became open when Corri Spiegel left the City in November 2023. In April, the City hired an executive recruitment firm to conduct a national search for the permanent position, a process that was estimated to take approximately six months.

At the Committee of the Whole meeting on Wednesday, Aug. 7, City Council members will discuss a resolution appointing Gleason as the acting city administrator. The council will vote on the resolution on Aug. 14.

The background to the resolution reads as follows:

The current Interim City Administrator tendered a resignation effective August 16, 2024. Until the permanent City Administrator is hired, an Acting City Administrator needs to be appointed. The City Council has selected Ms. Nicole Gleason to serve the organization in this temporary capacity. Under the terms of the Resolution, Ms. Gleason would serve in this role until September 30, 2024 or upon the appointment of a new Administrator; however, the Resolution provides that if a new City Administrator has been appointed by September 30, 2024, but the corresponding start date occurs between that date and October 31, 2024, Ms. Gleason will continue her service in this role. Following Ms. Gleason’s tenure as the Acting City Administrator, she will be restored to her prior position of Assistant City Administrator and Public Works Director.

If a new administrator has been appointed but will not start until between Sept. 30 and Oct. 31, Gleason will continue until that start date.

Gleason will be paid a 10% raise compensation for services provided through Sept. 30, then a 12% rate between Oct. 1-31. Benefits remain the same as her current role as assistant city administrator and public works director.
