PEORIA COUNTY, Ill. — An Iowa man has been arrested in Peoria, Illinois after officials say he harbored a 15-year-old runaway and sexually assaulted them.

On Saturday, Sept. 28, the Lee County Sheriff's Office in Iowa informed the Peoria County Sheriff's Office of a missing 15-year-old juvenile who was the subject of an endangered missing person advisory. According to that advisory, the teen was last known to have been with 28-year-old Shawn M. Carrell.

Peoria County deputies were informed that the juvenile's phone was pinging in the area and that the two may be in a white Dodge Ram. Officials began searching the area and located the Ram, the juvenile and two adult males — one of them being Carrell — at a gas station on Lincoln Street in Peoria. Officials said the juvenile was found safe.

Carrell and 19-year-old Ian J. Fifer were both arrested and charged. Carrell has been charged with two counts of criminal sexual assault, violation of order of protection and harboring a runaway.

Fifer was arrested and charged with harboring a runaway and child pornography.
