MOLINE, Ill. — At its meeting Tuesday, the Moline City Council approved the final hurdle for a multi-million dollar project to bring more housing to downtown.

The proposed Redevelopment Plan and Economic Incentive Agreement unanimously passed during Tuesday's city council meeting, clearing the way for a $6.8 million housing project. The building was built back in 1956 and served as a JCPenney department store until 1972 when the business moved to South Park Mall. The 35,000-square-foot two-story building was owned by RiverStone Group before being donated to Renew Moline in late 2022.
In 2023, Renew Moline decided to turn the building into something more and chose Bush Construction to assist. The project will add a third floor to the building, along with constructing a commercial space on the first floor where a daycare operated by Western Illinois University will be. 32 studio, one- and two-bedroom units will also be built.
“We are very thankful for the partnerships that made this project happen, especially with Renew Moline who is our chief downtown partner," Moline Mayor Sangeetha Rayapati said in a press release. "Moline continues to evolve and our hopes are high for the new look and experiences that downtown living options like this redevelopment project will provide.”
Construction is expected to begin in late 2024 with the anticipated completion in late 2025.
