Opinions differ regarding a Rock Island County employee who reportedly exchanged hundreds of hours of compensation time on the job for a payout.

Documents show that Shelly Chapman, Assistant to County Board Chairman Phil Banaszek, had racked up 628 hours of comp time and exchanged it for nearly $18,000.
Banaszek said Chapman was worth “every penny.”

“The executive assistant isn’t just day-to-day stuff,” Banaszek said. “I mean, you know, it’s scheduling my appointments, county board meetings, she takes care of all the minutes, the agendas.”

Rock Island County Board member Don Johnston questioned why the payout wasn’t voted on.

“She has cashed in $17,000 in compensation time, I don’t even know that you can cash in compensation time, but the point is none of this went through the county board,” Johnston said.

Banaszek said it didn’t have to be approved because it was “within the budget.”
