Silvis teenager charged with first-degree murder in fatal August shooting near Davenport Skybridge

DAVENPORT, Iowa — A second person has been charged with first-degree murder in the Aug. 24 shooting death of 23-year-old Mason Payne.

18-year-old James R Joslin Jr. of Silvis was booked into the Scott County Jail on Friday, Sept. 20 and charged with first-degree murder in connection to the shooting. Joslin was originally arrested on Thursday, Aug. 29, and charged with accessory after the fact and obstructing prosecution or defense.

19-year-old Johnathan Terrones of East Moline was arrested on Aug. 26 and charged with first-degree murder in the shooting.

Court Records Describe Aug. 24 Shooting

Davenport Police, Fire, and Medic EMS responded to a parking lot in the 100 block of W River Drive near the Davenport Skybridge around 12:24 a.m. for a call of "shots fired with a victim." 

Upon arrival, officers located found Payne dead at the scene. According to a criminal complaint, It was determined that Terrones shot and killed Payne.

Court records state that video evidence shows Terrones seated in the rear, driver's side seat of a dark gray Dodge Charger before he rolls down his window and fires multiple shots at Payne. 

Officials say that Joslin Jr. was the driver of the vehicle and that he directed Terrones to shoot the victim while knowing that Terrones possessed a firearm.
