Davenport's city attorney to retire at beginning of new year

Tom Warner began working for the city back in 1995 and has been working full-time as the city's attorney since 2007.

DAVENPORT, Iowa — Editor's Note: The video above aired on Nov. 17, when Davenport's interim city administrator was named.

The City of Davenport's attorney is retiring at the beginning of the new year after almost 30 years, according to a press release.

Tom Warner began working for the city back in 1995 as a part-time attorney and later took on the role of Corporation Counsel. He has been working full-time as the city's attorney since 2007.

City officials credit Warner with writing or helping draft state laws in Iowa with governors on both major parties having signed. Most recently in 2022, Warner drafted a law (Iowa Code 123.56) that strengthened the ability of cities in Iowa to use court action to deal with alcohol establishments that have become public safety nuisances. 

"I am very grateful for the opportunity that the City of Davenport gave me to try to make a difference, and I am equally grateful for the outstanding coworkers, team members, involved citizens, external partners, and elected officials I have worked with over the years as well as the support from my family and friends," Warner said in the press release. 

The news of Warner's retirement comes shortly after the City of Davenport announced its City Administrator, Corri Spiegel, would be leaving at the start of the new year as well. Both Spiegel and Warner's last day in office will be Jan. 2, 2024. 

Mallory Merritt was named Interim City Administrator, effective last Friday, Nov. 17. Merritt has served as the City's Assistant City Administrator and Chief Financial Officer since June 2020.
