State audit shows possible conflicts for expenditures by Bettendorf High School principal

BETTENDORF, Iowa - Iowa State Auditor Mary Mosiman has released an audit on the Bettendorf Community School District, concerning expenses reimbursed to high school principal Jimmy Casas.

The audit reviewed concerns a second job that Casas has, as a professional speaker. The audit claims Casas submitted invoices for an expense of $693 for T-shirts he had made as the co-founder of #iaedchat in July of 2013, an online discussion he has as an educator in the state.

School district records show Casas also took professional leave as a speaker for conferences in 2014, and according to the audit, Casas said he was 'representing the District at those conferences.'

Mosiman's office is recommending the district review its polices on employees that have 'conflicts of interests' with the district. The audit states the district will further review its policies.

Maxine McEnany, Director of Finance and Business Services, issued the following statement:

"I brought my concerns to the District auditing firm, the Superintendent, to the Board Finance committee and to the Board of Education as I discovered things happening. We had a difference of opinion on the validity of these issues.  I did not feel there was any resolution on these matters and they continued to happen so I felt I needed to have the State Auditor address my concerns."
