Updated October 31:
Two suspects were arrested just before 7 p.m. Waterloo, Iowa Police captured the two men about three-quarters of a mile north of Frederika. Police said the men surrendered without incident.
Jeremiah Mumford, 24, of New Hampton, Iowa was charged with six counts of attempted murder and five counts of terrorism. William Clayton, 19, from Osage, Iowa was charged with six counts of aiding and abetting a felony and five counts of terrorism.
Both men were held in the Bremer County Jail in lieu of $1 million cash-only bond.
Iowa Trooper Mark Domino was shot in the arm. He was treated and later released from a hospital. Sumner, Iowa Police Chief Dennis Cain was shot in the hand, thumb and neck. He was flown by helicopter ambulance to an Iowa hospital where he underwent surgery. He was in critical but stable condition.

FREDERIKA, Iowa – Police have arrested two people they believe robbed an Iowa bank, then shot at officers as they tried to get away.
KCRG-TV in Cedar Rapids reports that the police chief in Sumner and an Iowa State Patrol trooper were shot chasing down the robbers between two small towns in Northeast Iowa.
In a news conference late Tuesday afternoon, the names of the officers were released. Trooper Mark Domino and Chief Dennis Cain. Cain was listed in critical condition while Domino was treated and released.
A manhunt is under way for the two robbers, described as white males wearing black clothing, who ditched their getaway car near Frederika and fled into a quarry area. They are reportedly armed with rifles.
A nearly 2-square-mile stretch around the quarry is cordoned off as officers work to locate the two.
“We feel pretty confident we have them in the area cordoned off,” Conrad said.
It all started around 11 this morning at Maynard Savings Bank in Maynard. Police responding to the robbery call took off after a car. Somewhere between Maynard and Frederika, the robbers began firing at officers from their vehicle. The two officers were shot. Lown did not say if the officers returned fire.
Law enforcement blocked roads and converged in and near the Bremer County town of Frederika as part of the manhunt. Deputies, police officers and emergency officers from multiple agencies are coming and going from Frederika and assembling assault rifles.
Aircraft is circling a wooded area bumped up against a farm property outside of town.
Law enforcement vehicles were concentrated near a wooded area about a half-mile north and east of the intersection of U.S. Highway 63 and 120th Street.
Back at the bank, investigators are processing the crime scene. Officers picked up shell casing and took photos. The bank was cordoned off with crime scene tape, and officials blocked off a portion of Third Street adjacent to the bank.
