CHICAGO -- A former Cook County jail inmate suing guards and investigators over his 2014 videotaped beating talked Monday about the ordeal, saying he didn't think anyone would ever get caught.
Litroy Bolton, 29, of Chicago was in custody on a marijuana charged when he was brought to a cell.
Bolton refused to enter the cell after learning from jail guards that it has been occupied by an inmate who was under quarantine, presumably for having a communicable disease.
Surveillance video shows jail officer Miquel Ortiz throwing Bolton to the ground and punching him several times as other officers held Bolton down.
Last week, Ortiz was charged with a felony in connection with the beating.
Bolton's suit names Ortiz and other guards, as wells as the Office of Professional Review.
The suit says the office intentionally dragged out its investigation of the guard's actions, in an effort to exhaust the victim’s time under the statute of limitations to take legal action against the guards.
