Registered sex offender charged in Sterling public indecency case

A registered sex offender, with multiple convictions for public indecency, surrendered to police in connection with a recent case in Sterling.

Ryan R. Skibbe, 34, of Sterling, Illinois, turned himself in at about 4 p.m. Friday, July 11, 2014 according to Sterling Police.

Skibbe, was wanted after a girl reported a man, matching his description, drove a dark blue pickup truck by her and a friend twice the afternoon of Monday, July 7.  The third time he allegedly drove by the girl, the man was masturbating, police said.

Investigators determined the truck, described by the victim, matched the description of a truck known to be driven by Skibbe.

Bond was set at $50,000.  After Skibbe was unable to post 10% of that amount, he was held in the Whiteside County Jail.

Court records show Skibbe was charged with one count of public indecency/exposure.  He was next scheduled to appear in court July 24.

Skibbe was already on the Illinois Sex Offender Registry after he pleaded guilty to public indecency charges filed against him in 2004 and in 2005.  The registry said his victim was 12 years old.

Skibbe remained held in the Whiteside County Jail as of July 17.  Skibbe remained jailed in Morrison, Illinois as of February 2, 2015.
