The Davenport City Council could approve Phase Two of a $28 million development project on Elmore Avenue.

The Heart of America group out of Moline will put in a Holiday Inn hotel just north of the Lowes store on Elmore Avenue. It also will put in more retail and restaurants at the site.

The Heart of America Group owns The Machine Shed Restaurant and Johnny's Italian Steakhouse in the Quad Cities. The Heart of America group could receive up to $5 million in tax rebates to develop this last part of bare area on Elmore Avenue. They are calling this latest development Elmore Marketplace.

A 2005 study by the city of Davenport and the Iowa Department of Transportation showed that 53rd Street west of I-74 had more than 25,000 cars on it a day. 53rd Street and I-74 is one of the busiest intersections in the Quad Cities.

No word on when construction will start or be complete. The city will discuss this at its city council meeting Wednesday at 5:30 p.m.
