Muscatine County Sheriff’s Office audit uncovers $82k that was never deposited

An audit of the Muscatine County Sheriff’s Office found that $82,400 never made it to the bank.

MUSCATINE, Iowa — An audit of the Muscatine County Sheriff’s Office found that $82,400 never made it to the bank.

The report, by Auditor of State Mary Mosiman, was released on Thursday, November 17, 2016.  It showed that the estimated $82,400 of undeposited collections was from room and board fees from the work release program.

Mosiman’s report showed that they could only get an estimation of the amount “because adequate records for all collections were not available…”

The investigation looked over records from a three year period, January 1, 2013 through January 11, 2016.  Because of the poorly kept records, Mosiman also said they would not be able to determine if all the room and board fees were even billed or collected properly in the first place.

The Iowa Division of Criminal Investigation requested the report “as a result of concerns identified with certain deposits prepared by the former Assistant Jail Administrator Doug Boulton,” read Mosiman’s report.

Boulton, who was the assistant jail administrator for about 15 years, was placed on administrative leave in January of 2016, the report said.  He was terminated from the position on March 1.

Findings from the audit report were filed with the Muscatine County Attorney’s Office, the Attorney General’s Office, and the Iowa Division of Criminal Investigation.

It was not stated whether or not any charges would be filed.
