DUBUQUE, Iowa — Flooding started occurring on a main roadway as heavy rains rolled through.
Multiple videos posted to Facebook showed flooding at 22nd Street and Central Avenue on Thursday evening, July 22, 2016. Nearly and 1.5 inches of rain fell in a three-hour time frame.
As you can see in the videos, cars continued to drive through, despite the massive amounts of water.
