SPRINGFIELD, Illinois - There will be no vote on the 2017 state budget before the end of the spring session.

It's the same old problem with the same old blame game.

"Today we end the spring session of the general assembly in stunning failure. The democrats in the general assembly have failed to pass a balanced budget," said Governor Bruce Rauner.

Democratic House Speaker Mike Madigan proposed a budget plan, but Republicans say it will only dig the state deeper into debt.

Governor Rauner proposed a short-term solution that would fund the state until January. The proposal would send money to universities and social services.

He also proposed a separate bill that would allow schools K-12 to open in the fall.

While the Democrats are open to the idea, it's not one they will vote on anytime soon.

"This is not something that's going to happen today. It will be sent off to the budget working group, these are the people that have worked on the budget for a year in a half," said Madigan.

Lawmakers needed a simple majority to pass a budget by Tuesday, but now that changes. They'll now need a super majority, three-fifths of the vote to pass a budget.
