ROCK ISLAND, Illinois - Crews are still working on half a block of 6th avenue between 23rd and 24th streets.

A project supposed to be finished back in October, then extended to December and into the spring, leaving city leaders frustrated with the contractor, Brandt Construction.

"We want the project finished, the neighbors in the neighborhood want the project finished, you know you gotta eat dust and go through a maze to get home," said Rock Island 2nd Ward Alderman Virgil Mayberry.

Now, Brandt is promising to have the project done by mid-June.

"The project's 99% done they're just finishing the last phases in that last intersection," said Public Works Director Randy Tweet.

Before getting to this point in construction they came across an unexpected problem.

"When we got into that intersection we found out there was a problem with that sewer so we had to bring a pipeline company in," said Tweet.

The problem added an extra five weeks onto the project.

The city is fining Brandt Construction $2,200 per day for the late work from December 18th, 2015 till April 16, 2016.
