Man sentenced for woman’s death 20 years after attack

A former Muscatine man was given a prison sentence up to 20 years for voluntary manslaughter and second-degree burglary.

MUSCATINE, Iowa — A former Muscatine man was given a prison sentence up to 20 years for voluntary manslaughter and second-degree burglary.

Hiram Serrano Sr., 51, pleaded guilty in March 2016 after the woman he assaulted in November 1990 died of her injuries. Theresa Jackson was paralyzed following the attack and Serrano was paroled in 2014 after he served nearly 13 years of a 35-year sentence related to those charges of attempted murder and willful injury.

Jackson died October 2012 and it was determined that because she died of complications related to injuries from the attack, her death was classified as a murder.

Serrano was charged in her murder in February 2013 before he was released.

“This case presents in a very unusual way the conflict between punishment and rehabilitation. It is my hope that this outcome achieves what we always want: justice for all concerned,” said Muscatine County Attorney Alan Ostergren.
