SPRINGFIELD, Ill. (AP) — Illinois Democrats approved a $3.9 billion bill to fund colleges and various social service programs while the state operates without a budget, but their plan is expected to be rejected by Republican Gov. Bruce Rauner.

Republicans have blasted the proposal, saying Democrats have not shown how they will pay for it as the state continues spending at a deficit.

The measure would send aid to social service programs and higher education institutions that have gone without funding since July 1, because the Legislature has failed to pass a budget.

The Senate approved the measure Wednesday on a 38-17 party-line vote. The bill had already cleared the House so now it goes to the governor, who has already expressed his opposition.
