Second man in lottery jackpot rigging scandal charged

A second man accused of ongoing criminal conduct in fixing lottery jackpot winnings has turned himself in to the Polk County Jail.

DES MOINES, Iowa — A second man accused of ongoing criminal conduct in fixing lottery jackpot winnings has turned himself in to the Polk County Jail.

Tommy Tipton, brother to Eddie Tipton, was released from the jail the morning of Wednesday, April 6, on a $25,000 bond. Tipton is accused of helping to fix lottery jackpots in Iowa, Colorado, Oklahoma, Kansas and Wisconsin, says the Iowa Department of Public Safety.

Eddie Tipton was convicted in July 2015 for tampering with lottery equipment to win a $16.5 million jackpot ticket in Iowa. The Tiptons have been involved in tampering with jackpot winnings since the nearly $570,000 Colorado win in 2006.

Tommy Tipton, 51, is accused of fixing the machine that picks random numbers to pick only previously selected numbers.

“Upon re-creating the draws according to the algorithm, forensic examiners produced the very same ‘winning numbers’ from the program that was supposed to produce random numbers,” stated the criminal complaint against Tipton.

Tommy Tipton was charged March 30, 2016.
