Developer Dev Bastola proves that starting small can produce big results.

Rising from shadows of the Kraft-Heinz plant, River View Plaza represents the future on Davenport's West 2nd Street.

"I think it's important because there's nothing down here," said Bastola.

It looks like a typical strip mall at first glance.

But for Burma-born Bastola, it represents the American Dream.

"I've been here for 17 years," he said.  "I want to see this place growing."

Bastola started with a gas station and mini-mart, eventually taking his vision across the street.

Through the 2014 ground-breaking ceremony and construction process, it brought new hope to Davenport's west side.

"I think it will bring a lot more revenue to the area, which it needs real bad," said customer Dennis Brown.

The new development arrives at an important time.

When Kraft-Heinz moves in 2017 to a new plant in north Davenport, it will clear some seven city blocks for businesses, housing or green space.

Davenport residents can learn more about incentives for the new plant.

That public forum starts Wednesday evening at 5:30, inside Davenport City Hall.

From serving up fried chicken to creating other stores, River View Plaza sends a positive message to a neglected neighborhood.

"I think the people that live around the area really appreciate it," said Brown.

There's also a new family restaurant on the way.

Located in the strip mall's second building, near the Centennial Bridge and Skate Park, it could inspire others to take a chance on the west side.

"It's all right here" said Denise Nelson, who manages the Sara Mini Mart owned by Bastola.

"I feel pretty good about the business," Bastola concluded.  "I think this place will grow to be better."
