With just two months until the Iowa caucuses, Jeb Bush is looking to gain some momentum in the Hawkeye State.

Bush was the guest speaker at the Clinton County Republican's 43rd annual fall fundraiser on Monday, November 30, 2015, where nearly 300 voters listened to the former Florida governor make his pitch for becoming commander in chief.

"The threats of terrorism in our own country, and what's going on in Belgium and across the world make this more relevant today than perhaps it was three weeks ago," said Bush.

Bush focused much of his 20-minute speech on national security, arguing for a no-fly zone in Syria and safe zones for refugees.

"We need to take out ISIS, not contain it. Have a strategy to destroy it," said Bush.

Bush, though, is struggling to gain momentum among voters. The latest poll from Quinnipiac University shows support for Bush has dropped a point, from 5 percent to 4 percent. An average of the latest polls from Real Clear Politics has Bush sitting squarely in fifth place in Iowa, behind Trump, Carson, Cruz and Rubio.

Monday, local supporters said there are benefits to flying under the radar.

"That might not be bad. Some of these guys are making some statements that get them in trouble, and we get some backlash, so I don't know that it's bad. He needs to peak, though, pretty soon," said Ryan Kehrberg, a voter from Clinton, Iowa.

And many believe anything can happen between now and the nation's first caucuses on February 1, 2016.

"I heard it'll be balmy that evening. That's what they tell me, I'm from Miami," joked Bush.
