Teen accused of trying to bribe police in Davenport

A misdemeanor public intoxication charge became a felony when an 18-year-old allegedly offered a bribe to police in Davenport, Iowa.

Kevin Bilek, of Chicago, Illinois, was one of several people stopped as they walked in the area of 2800 Brady Street the night of Saturday, September 19, 2015.

“The subjects appeared intoxicated and several were unsteady on their feet,” said an affidavit from Davenport police.

Bilek had a fake driver’s license that he used to get into a bar and to buy alcohol, the affidavit said.  Bilek also refused to take a breathalyzer test.

“While speaking with the defendant, he offered 2 fully uniformed police officers $20.00 each, to let him leave without charges.  Approximately 5 minutes later, the defendant stated he would do anything to not have any charges on his record, and asked if he could pay (the officers) to not have any felony charges placed on him,” the affidavit said.

Bilek was arrested and accused of felony bribery, misdemeanor public intoxication and misdemeanor unlawful use of an ID card.

Jail records showed Bilek was booked into the Scott County Jail just before 6:30 p.m. Saturday.  He spent a little more than four hours in jail before he was released in lieu of $5,000 bond.
