Beginning Monday, September 14, 2015, a new policy will take effect. Customers of Iowa American Water Company can have their water shut off for delinquent sewer bills with the City of Clinton.

A new state law allows for the water shut-off agreement between Clinton and Iowa American. Previously, the city was unable to disconnect sewer service, because a separate company owns the water lines.

"The city has never had any means to say, 'Pay your bill or else.' It's just that we would constantly send a bill showing what is past due, what the current charges are, and what your total is now," said finance director Anita Dalton.

Dalton said the top 11 offenders owe roughly $46,000 in unpaid sewer bills. Citywide, there's more than $2.9 million outstanding.

"That would include current charges, but the bulk of it is over 120 days. At least half of it's over 120 days," said Dalton.

The city plans to issue ten shut-off notices per week.

The first batch of letters will go out on Sept. 14th. Residents will then have five days to pay their bill before notice is sent to Iowa American Water for disconnection.

Three informational meetings are scheduled:

  • Thursday, September 3rd, 4 p.m. at Jefferson Elementary Library Conference Room
  • Tuesday, September 8th, 4 p.m. at Lyons Library
  • Thursday, September 10th, 1 p.m. at Ericksen Center
