Hillary Clinton toured Iowa to promote her new college plan to get rid of student loan debt.

"If you work hard you ought to be able to get ahead and stay ahead," said Clinton.

She's come up with a plan to tackle student debt called the College Compact plan.

"No student should have to borrow to pay tuition at a public college or university," said Clinton.

To do so, states will have to do their part by reinvesting more in higher education. Clinton says she'll offer incentive money to states and colleges to make that happen. For students who are already in school or have graduated, she'll give them the option to refinance their student loans.

“A college degree is still a good ticket to a better economic life. But the cost keeps rising. States keep slashing their budgets, colleges keep raising their prices," said Clinton.

Clinton also wants to help students with children of their own by expanding nationwide a scholarship program she started while First Lady in Arkansas.

A $350 billion college bailout plan that critics say would mean higher taxes.
