A special investigation by the state confirmed $1.88 million was diverted from the University of Iowa into a doctor’s personal bank account.

State Auditor Mary Mosiman released the report concerning Dr. Brian Adams, an orthopedic specialist who worked under contract for the University of Iowa Health Care Department of Orthopaedics and Rehabilitation from December 5, 1992 until he resigned August 21, 2014.

“Mosiman reported the special investigation identified $1,884,168.89 of diverted collections which resulted from Dr. Adams improperly billing insurance companies and law firms for service he performed, and royalties and consulting fees he received, from companies for which he developed products,” said a statement from the auditor’s office.

Some of Dr. Adams’ activity was alleged to be a conflict of interest that was outside the scope of his contract with UIHC.

Instead of submitting payments for activity such as patient evaluations, providing impairment ratings for patients, and acting as an expert witness in legal matters involving patients, Adams put the money into a personal bank account at MidWestOne Bank and into an account named “UIHC Orthopedics” at Hills Bank.

Mosiman recommended the university strengthen controls by confirming any local bank accounts that include any variation of the name of the university or UIHC in the account name.

Iowa Board of Medicine records showed Dr. Adams was licensed to practice medicine in Iowa since 1986, and he had no disciplinary records on file with the state.

Dr. Brian Adams was still listed among the faculty for the University of Iowa Biosciences Graduate program, but related links for his background were no longer available.

Mosiman published the full investigation report online – at this link.
