Louisa County deputy-involved shooting case sent to state’s attorney

A case involving a Louisa County, Iowa deputy, who shot a driver after a brief pursuit, has been forwarded to the state’s attorney for review.

A case involving a Louisa County, Iowa deputy, who shot a driver after a brief pursuit, has been forwarded to the state’s attorney for review.

Deputy David Perley shot 55-year-old Richard Spurling after deputies tried to get Spurling to pull over late Tuesday night, June 9, 2015.  Spurling allegedly led police on a short pursuit as he headed northeast on StewartRoad and turned west onto Fruitland Road before he stopped when he got to Crimson Avenue.

Spurling then allegedly drove his Cadillac Seville toward an approaching deputy.  That’s when Perley fired his gun at Spurling; Spurling was shot in the upper torso and his injuries were considered non-life-threatening.

No officers were hurt.  Charges against Spurling included operating a motor vehicle while intoxicated, eluding, possession of drug paraphernalia, and misdemeanor traffic offenses according to police.

“Perley is a twenty-seven (27) year veteran of law enforcement.  From 1988-2002, Perley was employed by the City of Muscatine as a police officer for the Muscatine Police Department.  He has been a deputy for the Louisa County Sheriff’s Office from 2002 to present,” said a June 18 statement from the Iowa Department of Public Safety.

The department investigated the incident – including interviews with Perley, other deputies and Spurling – and forwarded their information to the Muscatine County Attorney for review.

It was up to the Muscatine County Attorney’s Office to determine what, if any, charges would be filed.
