Monday's heavy downpours caused a street to collapse in Dixon, Illinois, forming a gaping hole that spans sever feet wide and deep.

Newly elected Mayor Li Arellano toured the damage Tuesday afternoon, while admitting the culvert had "rusting." Arellano said he ran his campaign on fixing the city's infrastructure, and he plans on using the collapsed road as an example for what needs improvement.

While Arellano said this event was hard to predict, a special meeting will be held on Thursday to discuss the repairs. He expects the bill to me more than $100,000. In addition, he said the city will likely begin evaluating and replacing other culverts throughout the city.

Down the street, Lou Cecchetti and his family begin to throwaway their belongings that were damaged during the flood. The rising waters filled his basement with water, destroying thousands of dollars worth of items. Cecchetti said he found out his insurance won't cover the damages, but says he's just happy nobody was hurt.
