A plan to crack down on DUI's in Illinois is in the hands of the governor tonight. Under the bill any Illinois driver that gets a DUI will have to install a breath activated ignition lock in their vehicle, including a rental vehicle.

Dr. Al Doyle at Riverbend Christina Counseling in Moline is all for the bill.

"It really does make it so the guy who's had two DUI's isn't' driving on a third one," said Dr. Doyle.

Dr. Doyle says multiple convictions signal a bigger problem. For second time offenders there's an 85 percent chance they have a drinking problem and a higher chance of getting behind the wheel again.

"They continue to drive on that revoked license because they have to work. This might be an option to where they can continue to work," said Dr. Doyle.

The cost is entirely on the driver to pay for the installation and monthly payment to use the device. Monthly payments could cost anywhere from $80-$150 a month.

It's an expensive fee that Dr. Doyle says will serve as a consequence, "Finally science has caught up so that we can in some ways help the alcoholic but keep the roads safe."

In addition to the device, a driver would also have a marking on the back of their driver's license.
