Burlington man faces murder charge accused of killing infant son

A Burlington man is facing a first degree murder charge, related to the death of his infant son.

After several months of investigating, 23-year-old Randall Thomas Payne was arrested Wednesday, May 13, 2015 in Des Moines County, according to a statement from Sheriff Mike Johnstone.

According to a report by KBUR, in November of 2014 Payne called 911 and said the baby was not breathing.  First responders found the 22-day-old baby, Carter Joseph Payne, dead at Green Acres Mobile Home Court in rural Des Moines County.

Charged with first degree murder, felony child endangerment, and multiple acts of child endangerment, Payne was being held on $1 million bond. He was expected in court Thursday morning, May 14, Johnstone’s statement said.
