Parents and students rally behind Davenport superintendent

Davenport parents and students are standing behind superintendent Dr. Art Tate, after he announced plans to break state law to avoid dramatic budget cuts.

On Monday, March 16, 2015, dozens gathered outside the district's Student Achievement Center to show their support for Tate. Parents, students, retired teachers and board members met for three different rallies, many holding homemade posters that read, "Honk for Tate" and "We Back Dr. Tate."

"I was excited. It's teaching my son how to stand up for what he believes in and how to go for what he wants," said parent Jennifer Wader, who organized the event through the Facebook page We Support Dr. Tate.

One week ago, Tate announced his intent to dip into the district's $29 million in reserve funds for the 2016-2017 school year, even though state law does not authorize him to do so.

Because of how Iowa's funding formula is set up, Davenport can spend $175 less per student than other districts, like Pleasant Valley and Bettendorf.

Many gathered on Monday said they hoped Tate's actions would encourage the legislature to take action and change the funding formula.

"I think he felt very frustrated. He couldn't get it changed going the normal route, so he decided to make a stand, and I support him 100 percent," said Bill Churchill, a retired teacher and volleyball coach who rallied for Tate on Monday.

The Iowa Department of Education, though, has said there could be harsh penalties if Tate follows through.

They could report his illegal action to local law enforcement.

They could file and ethical complaint against Dr. Tate to the Davenport School Board of Examiners, possibly leading to the loss of his license.

They could also file a Phase Two Audit against the Davenport School District, which could take away the district’s accreditation and lead to its dissolution.
