A notice on HealthCare.gov reads as follows:

We know many of you worked hard to enroll in a plan through the Health Insurance Marketplace. Despite your best efforts, you may not have been able to complete your application and select a plan.

Citizens still can enroll if they ran into either of the following obstacles: if wait times at the Marketplace Call Center on February 13, 14, and 15 were longer than normal or if a technical issue on HealthCar.gov wouldn’t allow you to submit their application.

If either of these issues affected your enrollment you have until February 22 to enroll.  You can complete your application via your Marketplace account or contact the Marketplace Call Center at 1-800-318-2596.
