Charges dismissed after dead and nearly-dead dogs found in Davenport apartment

A Davenport, Iowa man faced several criminal charges after police said he abandoned two dogs in his apartment, and one of the animals starved to death.

Police said the animals appeared to be neglected and abandoned in an apartment in the 1500 block of West Pleasant Street for some time between August 1 and November 21, 2014.  Both dogs were described as “extremely under weight” with “ribs and spine” visible according to a report from Davenport Police, and the “toe nails were very long from neglect” on the surviving dog.

The second dog was also severely malnourished and dehydrated, police said, but possibly survived because it has eaten part of the other dog.  “The (dead) dog’s face and neck was partially eaten by the other dog,” the police report said.

Police records, property records, delivered mail found by investigators and vaccination tags for the animals showed the dogs and the apartment belonged to 29-year-old Brooks Avery Swanson, investigators said.   Court records showed a criminal complaint against Swanson was filed December 31, 2014, and that he was arrested Sunday, February 8, 2015.  He was charged with two counts of animal neglect and four counts of abandonment of a cat or dog.  The charges are all misdemeanors.

Jail records showed Swanson was released from the Scott County Jail after $2,000 bond was posted on his behalf Monday morning, February 9.

The surviving dog was “expected to recover with proper care,” the police report said.
