A Davenport man waived his right to a preliminary hearing Friday in the District of Columbia Superior Court.

R.J. Renae Kapheim, 41, was arrested on Wednesday, November 19, 2014, for illegally carrying a rifle in Washington D.C. The charge of carrying a rifle is a felony, with a maximum of five years in prison and up to a $5,000 fine.

The arrest affidavit states that Kapheim told officers that the president had called him and told him to come to the White House. The USSS data base showed no such appointment.

Officers then asked Kapheim if they could search Kapheim's Volkswagon. Kapheim told officers he had a rifle, but didn't know whether or not it was loaded, ammunition and knives in his car, the affidavit stated.

When officers searched the vehicle, they say they saw an uncased rifle protruding from the back seat of the vehicle with the barrel in immediate reach from the driver's seat. Officers then halted the search and called for the USSS Crime Scene Search Unit to search the vehicle.

The rifle was a Marlin 336A equipped with a scope, and was loaded with six rounds. Officers also recovered more than 40 rounds of ammunition and a six-inch fixed blade knife under the front passenger seat.

Byron Conway, staff attorney at the Public Defender Service, was appointed to represent Kapheim. Conway could not be reached for comment on Friday.

As of Friday, November 21, 2014, Kapheim remained in jail. He was scheduled to appear in court on Monday, November 24.
