After the Dixon Correctional Center warden was placed on administrative leave and then abruptly retired, an Acting Warden was appointed to temporarily fill the position.

Nedra Chandler was placed on administrative leave from her position as the facility’s warden on September 19, 2014, and she retired September 30, according to a statement from the Illinois Department of Corrections.  Chandler had been warden at the medium-security facility for men since 2005, and she had been an IDOC employee for 30 years.

Registered sex offender Robert Swon, 27, was arrested at Chandler’s home in Sterling, Illinois.  As a convicted sex offender, Swon was required to report the social media sites he was using.  Police said he failed to report that activity, and that led to his arrest for charges of failure to register and four counts of possession of child pornography.

The Assistant Warden of Operations at the East Moline Correctional Center was appointed Acting Warden after Chandler’s departure from the position.

Donald Enloe had worked 21 years for the Illinois Department of Corrections before the appointment.  His positions included work in internal affairs and gang intelligence, as well as ten years of intelligence and supervisory positions at the East Moline facility.

Acting wardens often become wardens in the Illinois Department of Corrections, and it was possible Enloe’s appointment as Acting Warden could become a permanent appointment at a later date.

Enloe’s appointment was effective immediately.
