Scott County Attorney discusses child porn and abuse investigation

The Scott County Sheriff’s Office says they have made all arrests they can at this time in a child porn and abuse investigation taking place at a Davenport Mobile Home.

Eight people have been arrested in the case.

Most of those people involved in the case were still in jail as of Thursday, April 17, 2014.

Five of those arrested are women who knowingly let kids stay with sex offenders. In four of the five cases, children reported sex abuse when left with the sex offenders.

The two men accused of the sex abuse are James Faler and Melvin Lucier. The two are registered sex offenders and were roommates at the time of the alleged abuse.

The five women charged in the case are accused of allowing kids to be supervised by Faler and/or Lucier:

Jenni Jenkins, 29, was charged with one count of child endangerment with bodily injury.  She was held in the Scott County Jail in lieu of $10,000 cash-only bond.

Sherry Ann Oats, 48, was charged with four counts of child endangerment plus one count of child endangerment with bodily injury.  She was held in the Scott County Jail in lieu of $30,000 cash-only bond.

Sarah Melissa McConnell, 34, was charged with one count of child endangerment plus three counts of child endangerment with bodily injury.  She was held without bond in the Scott County Jail.

Shaneka Posey, 23, was charged with two counts of child endangerment with bodily injury.  She was held in the Scott County Jail in lieu of $10,000 cash-only bond.

Jessica Epping, 29, was charged with one count of child endangerment. Her warrant was served on April 9, 2014 and she has since been released from custody.

Records show that some of the moms let their kids spend the night at the home of Lucier and Melvin. One mom let her child go camping with one of the sex offenders and the child was then sexually abused.

Another mom was allegedly present when one of her children was being sexually assaulted and sent her kids to the home after they reported abuse.

Scott County Attorney Michael Walton says that mom could face up to 16 years in prison. “You're trying to match up, in detail evidence towards each allegation,” he said, “We'll review them to see if any of the defendants will be tried together.”

The women charged with child endangerment with bodily injury could face up to five years for each count. The charge of child endangerment is a sentence of up to one year in prison for each count.

“There does appear to be sufficient evidence at this point,” said Walton.

The Department of Human Services is involved in all of the cases. One of the mother’s children had already been taken away from her a few years ago.

Lucier faces three life sentences if convicted on all the sexual abuse charges, according to Walton.

Faler is facing charges in Louisville, Kentucky and will likely face federal charges, according to Walton.

David Conger, a registered sex offender was also charged in the case for 1 Count of Violation of the Sex Offender Registry, 2nd offense, a Class D Felony and 1 Count of Possession of Drug Paraphernalia, a Simple Misdemeanor. He currently lives in the mobile home with Lucier.
