Moline boutique owner and manager face drug charges

The owner and business manager of a women's boutique in Moline, Illinois face criminal charges in connection with a local narcotics investigation.

A statement from the Quad City Metropolitan Enforcement Group (MEG) said the arrests concluded a "long-term narcotics investigation."

Investigators simultaneously served search warrants at the home and business of Felix Binion, 41, of Rock Island, Illinois.  Binion owns Forever Flo's Women's Boutique and FA Binion Group LLC construction.

Police said Tuesday, November 26 that Binion was arrested and charged with three counts of delivery of a controlled substance.  Business manager Catherine Simmons, also of Rock Island, was arrested at Forever Flo's.  She was charged with intent to deliver a controlled substance and conspiracy to deliver a controlled substance.

Investigators said the charges related to cocaine distribution, and that they found prepackaged cocaine during their warrant search at the boutique.
