It's been 21 days since open enrollment for health insurance began, but the Affordable Care Act has not started out smoothly.
Leading President Obama to address the nation this morning from the Rose Garden.
"There is no sugar coating it, the website has been too slow, people have been getting stuck in the application process, and I think it fair to say that nobody is more frustrated than me," said President Obama.
Hundreds of people in the Quad Cities have felt the burden of the system glitch.
The Moline Township is just one of many places who help people sign up for health insurance. Don Johnston, the Moline Township Supervisor, has seen the issue first hand.
"One lady, I believe, told me she was here for about two hours for that afternoon session," said Johnston.
Although there have been people experiencing the website freezing and giving them error messages, some have had success.
Other people have not been so lucky.
"The problem is the website, which is supposed to make it easier for people to apply for insurance, is not working the way it should for everybody," said President Obama.
President Obama stated earlier in the year that he would like for the healthcare website to operate similar to Amazon.com. Several different marketplaces to shop, find you price, and sing up.
So far, the healthcare website has been far from that.
"I think there is a lot of frustration and sadly that keeps people from signing up," said Don Johnston.
Johnston warned that people who get frustrated may not come back If they are not signed up for health insurance by March 31st 2014, they will face a fine.
The fine is one percent of a person's annual income or $95, whichever amount is higher.
After his Monday address, the President insisted that his administration has hired technicians to fix the problem.
