A police officer is accused of sexually assaulting a woman after a traffic stop in Muscatine, Iowa.
State Police said Muscatine police officer Thomas Andrew Tovar, 46, assisted with a vehicle stop February 13, 2013.
“The passenger of the vehicle was an adult female,” according to a statement from Iowa State Police. “This female was intoxicated and was given transportation to her hotel by Tovar.”
Investigators said the woman remembered the traffic stop but did not recall how she got from the traffic stop to the hotel. She reportedly remembered a man, wearing clothing made of uniform-like material, lying on top of her and consoling her on the bed of the hotel room.
A friend later found the woman on the hotel room bed with no clothes on.
The alleged victim filed a complaint with the Muscatine Police Department that same day.
The affidavit of probable cause filed with the court said DNA analysis showed Tovar was a match for DNA from the hotel room bedding and the alleged victim's clothing.
Tovar was arrested and charged July 25, 2013. He faces a felony charge of third-degree sexual assault.
Tovar was held in the Louisa County Jail.
State Police said Tovar resigned from the Muscatine Police Department.
