Black Hawk College and Bluffstone break ground on a new student housing complex Tuesday in East Moline.
Bluffstone is the developer for the project. It originally wanted to build its complex in Moline, but after a disagreement with the Moline City Council, Bluffstone decided to move its complex north of 34th Avenue.
The developer wanted a 95% property tax rebate from the city of Moline for the first 10 years, but the council denied them the money. Bluffstone was interested in building the complex in East Moline if they couldn't get the increased tax rebate from Moline.
The company will build a 120 bed complex north of "Parking Lot Four" on campus. The complex will have a social room, recreation center, study rooms, and a laundry facility.
The company says that construction should be done by mid summer, and it hopes to have the complex open by the fall of 2013. Bluffstone is calling its new complex "The Villas at Black Hawk College."
