The city of Rock Island held a ground breaking ceremony Friday morning at 9:30.

Missman Incorporated is the newest of three businesses that is building at the site. President Ken Eickenberry is also the developer for the entire project. Missman is a civil engineering company that will be moving out of its old Rock Island building.

The city celebrated the move of two businesses from the Watch Tower Plaza to their new place at 11th Street and Black Hawk Road. The Black Hawk College Adult Learning Center is making way for the new Walmart.

The Elsberg State Farm Insurance building will also be moving to the intersection. The site is just south of the City Limits Saloon and Grill.

Rock Island approved giving $2 million to Black Hawk College to help it in the move. The city is also giving $2 million in tax increment financing or TIF funds to Eickenberry for building the land.

Construction on the Black Hawk College and State Farm buildings should be done by the fall of 2013. Four other businesses will come to the intersection. Those have not been named.
