A convicted killer who was sentenced to life in prison without the possibility of parole is asking Iowa's governor to commute his sentence.

Harry Sisco, 78, is serving his life sentence in prison in Anamosa, Iowa for the 1991 murder of Audrey "Elaine" St. Clair, a 41-year-old mother of five who was shot to death in her sleep.

"He actually point blank put a gun to her head and pulled the trigger. He wrapped her body in garbage bags. Who would treat a human being like garbage," said St. Clair's sister, Brenda Melton.

"A man like that can't be rehabilitated and put in public. Such a cruel, cold , killer," Melton said. "He should not be set free."

Sisco has served the past 21 years in prison, and will now be interviewed by the Parole Board for review. The Board will submit its recommendation to Iowa Governor Terry Branstad, who has the final say.

According to prior record, St. Clair was shot to death, her body dumped in garbage bags at Wildcat Den Park in Muscatine County.

St. Clair's family says they thought life without the chance of parole, meant  Sisco would be locked up for the rest of his life.

"It's not right, it's not right," said Wilma Williamson, St. Claire's other sister. "He doesn't deserve a break. Mr. Branstad, if you're watching, he doesn't deserve a break. Our family never had a break," she cried.

The parole hearing is set for January 4th.
