Registered sex offender arrested for sexual assault

Moline Police say they arrested a man already listed on the Illinois Sex Offender Registry.

Andrew Russell Hay, 29, of East Moline, Illinois was arrested after police learned a juvenile victim, receiving care at an area hospital, had been sexually assaulted November 15, 2012.  Hay was identified as the suspect in the case.

Hay was arrested and charged with four counts of predatory criminal sexual assault of a child and one count of aggravated criminal sexual abuse.

Hay was held in the Rock Island County jail in lieu of $500,000 bond.

Hay was already on the Illinois Sex Offender Registry after being convicted of aggravated criminal sex abuse.  The registry says Hay was 22 and the victim was 16 at the time of the crime.  It says Hay was also convicted of being a child sex offender present in a school zone and of violating the terms of sex offender registration.     

Hay was required to register with police every 90 days because he is classified as a sexual predator on the registry.
