Police: Man wearing dress exposes himself at East Moline park

East Moline Police say they arrested a man Tuesday, April 3, 2012 who was allegedly wearing a dress and exposing himself in Mitchell Park.

East Moline Police say they arrested a man on Tuesday for allegedly exposing himself in Mitchell Park.

Police were called to the park around five that evening. When officers arrived, they reported seeing the man wearing a black "cocktail dress" exposing himself.

Colton Beard told News 8 he saw the man, 49-year-old Keith Fehr, being led away in handcuffs wearing the dress. Beard was in the park playing basketball with friends.

"Now the whole school knows about it," Beard said. "He's a creeper."

Fehr has been charged with sexual exploitation of a child and public indecency.  Both charges are misdemeanors.

Police released a picture of Fehr wearing the dress they took as evidence.

"No, we don't know why he was doing this," said Detective Jason Kratt. "He had been consuming some alcoholic beverages, and that might have had a part to do with it."

Fehr was held in the Rock Island County Jail. Bond is set at $2,500.
